Soviet union discouraged religion.

Explanation:

While the Soviet union never outright outlawed religion it was a firm believer in the fact that a true communist society would be one in which religion has no place.

As such, religious property was confiscated and religious leaders often got harassed.

The state policy was to promote atheism in the new generation through schools and other modes of education and closing down of mass gatherings of religious nature.
