Why did the Founders feel it was necessary and important to create the Bill of Rights?

The nation's founders believed that containing the government's power and protecting liberty was their most important task, and declared a new purpose for government: the protection of individual rights.

I think they wanted to give citizens there freedom and official rights to do certain things whilst keeping everything sustainable. That’s why I think they created it
