The point-slope form: [tex]y-y_0=m(x-x_0)[/tex]

[tex]m=\dfrac{1}{2};\ (2;-4)\to x_0=2;\ y_0=-4[/tex]

subtitute

[tex]y-(-4)=\dfrac{1}{2}(x-2)\\\\\boxed{y+4=\frac{1}{2}(x-2)}[/tex]
