democracy is similar to a group of friends that vote on where to go today. there will always be the one who has more influence than all the others and that person generally holds all of the cards and choices. the others have a vote and choose which one they want and the top person keeps any arguments out of control by giving other offers. so basically they all have a vote but are influenced heavily by superior people.
