How come some people can, like those with parents whom speak a foreign language at home, perfectly understand it, but can not speak it at all?

It all comes with being accustomed to our daily lives. If you insert yourself into a place where there's foreign language for a long time -- you start to develop and understand the language that is being spoken. That's how it's like from parents who speak a different language than the child that speaks a different language.
