Parallel lines on a graph need to have the same slope. So if you put 4y-x=-16 is slope-int form, you get y=1/4x-4. Now, you have to make another equation like this. So since you know that the slope has to be 1/4, the start of the equation for a line that passes (-4,-3) is y=1/4x. Now, When you plug in -4 is in the x, you get 1/4(-4)=-3. However, -1=-3 is not true. So, what do you add or subtract to -1 to get -3? You get -2, which is the y-intercept in the slope-int form, mx+b. So for your final equation, you get y=1/4x-2
