As you can notice this is a decimal number which is also rational. To express as a fraction, we divide it by 100 to get rid of the decimal point, then we simplify, as follows

[tex]\frac{290}{100}=\frac{145}{50}=\frac{29}{10}[/tex]

Therefore, the equivalent fraction is 29/10.
